This is an area off the US west coast and seems to be set up to accommodate a need to return to Earth 12.5 hours after launch with a splashdown about 19:10 UTC. This was sent out today but the original was issued May 19 as soon as a decision was made to try again May 22. My own take on it is that it covers for the solar panels failing to unfold after entering orbit. A similar NOTAM was issued for May 19, the day of the original Dragon launch attempt.
