    That is a factor because it would impose the bulk of the issue on all of
    the recipients on the list, changing long-standing habits, and you can't
    do that. We've had that particular discussion before. This is exactly
    what I meant by "you can't please all the people all the time" - you'd
    be alienating numbers of list subscribers by suddenly imposing a
    requirement on them to start filtering their incoming mail in a certain
    way. The solution is to impose a requirement on senders instead.
    And just to be clear, this isn't and has never been about posts with
    embedded or attached images, which don't fly on this list anyway. The
    "noise" issue has always been a matter of keeping off-topic posts and
    fruitless or repetitive debates down so that the volume and number of
    e-mails don't explode. And fruitless and repetitive debates regarding
    the interpretation of images was beginning to become an issue here.
