Test of determination SL-16 R/B (16182 NORAD) TLE

    Hi all!
    
    My name Vitaly Mechinsky, I'm a member of astronomy amateur club "Ash-Nu" of
    Minsk's Planetarium (Minsk, Belarus). I'm a coordinator of cosmonautics
    section of our club.
    Together with Zoya Kenko (she has been subscribed to "Seesat-L" too) we
    interesting in observations of satellites -- determination of its orbits and
    receiving/decoding satellite telemetry via RF-channel.
    
    So, below is our old test observations observations for the purpose of
    definition of TLE-elements (IOD format). Observation equipment are 150 mm f/5
    newtonian (EQ3-2 mount) with Canon EOS 450D, manual tracking. Astrometry
    software is IzmCCD (Tycho-2 star catalog). Error of astrometry 0.83" arc.
    Source of exact time -- stopwatch, syncronized with NTP-server. Place of
    observation: observatory of Minsk Planetarium (WGS84 datum coordinates: 53
    54' 16.2" N, 27 34'25.4" E).

    For TLE-elemens calculation we used ELFIND.5 (as a first approximation) and
    SATFIT.31. So, result is shown below:

    Unfortunately, we didn't observe this rocket rody during its next flight,
    and as a result the accuracy of our TLE is not very good. But its our first
    experiment on small fields of view.
    
    
    
    Is it possible, we would like to obtain a COSPAR code for our observatory
    (WGS84 datum coordinates: 53 54' 16.2" N, 27 34'25.4" E).
