TJM obs of 2009 May 11 UTC; updated 09023B elements

    Finally a clear sky, which yielded 12 reasonably accurate points of 09023B on
    two consecutive passes, which helped confirm my suspicion that the eccentricity
    of my earlier solution was erroneous. It was so far off, that I had difficulty
    finding the reference stars of half of my observations. Using the ones I could
    initially identify enabled me to improve the elements sufficiently to easily
    find all of my remaining reference stars.
    
    Here are updated elements:
