Dale, Now I'm intrigued. Do you have the observation data? Rise direction; azimuth in degrees; and set direction? I want to go into one of my programs, map it, and try to simulate what you saw. Date and times would be cool too. Is there a tle or something as well? I'll get the Sun in there, the ISS, your viewing position, time of day, and all that rot. This sounds like a reflection of the ISS, but not necessarily a 'flare' in the terms of Iridium sats. I didn't see it until it was almost at the highest point 59 degrees of the pass because I wasn't paying attention and forgot to look for it.
