USA 186 post-manoeuvre search elements

    Pierre Neirinck has relayed to me observations of USA 186 by Alberto Rango, on
    2008 May 23 UTC, which indicate that it manoeuvred earlier that day:

    The most probable manoeuvre times appear to be the perigee passages of 2008 May
    23 at 09:50:20 UTC and 11:27:52 UTC, resulting in the following search elements:

    Just as I completed my analysis, I received a message from Mike McCants,
    reporting that he and Ed Cannon observed USA 186 running late, on May 24 near
    03:57 UTC. 
    
    I have run out of time for further analysis, so I will leave it to Mike to build
    on the above using his and Ed's observations.
