    computed by mike mccants, try a time of 1:23:06 UT on May 18 . They are 
    predicted to pass with 21 km of each other.
    
    Right now now, I am looking at orbits which satellite have a close mean 
    motion, inclination, and RAAN. I then see when one will close in to the 
    other, and pass by.

    These one's are predicted to pass within 29 km of each other on Nov 1 2004,  
    at around 0:01 UT.They have a nice slow closure rate.  But the predicted 
    date is far in the future, so the date can't not be trusted.
