Using one recent obs by Leo, and just five 2001-12 to 2002-09 I get a
cone of 89.6+-0.16 with axis at 21:48 -6.53 for 05-16 at 02 UT, and a RA
precession of 1.00 h/y.

I get flashes (for 05-16) near RA 16:04
For Ed in Texas (Lat= 30.31 Long= -97.86 )that is 03:06 at decl. -5.9
For Don (39.18 Long= -76.84) 03:15 -7.6

-0:03 +0.1 deg in pos/day
+0:01 in time
