Some DOD official falsely claimed that the OIG site contains information that could help a determined adversary either damage U.S. military satellites or engage in deception and denial. That would be quite a feat given that the site does not contain elements of sensitive objects. Further investigation revealed that such concerns were evaluated in 1999, and found to be without merit. All parties appeared to acknowledge this, but decided to conduct a new study any way. My guess is that such decisions happen because nobody has sufficient courage or conviction to say enough is enough. The upside in doing so is zero, so it is perceived to be safer for one's career to go with the flow and agree to yet another study.
