The only reasonable candidate is the rocket 2000 11B, catalog #26090.
This is an object in geostationary transfer orbit. It was used
to put the Idonesian satellite garuda-1 into geostationary orbit
on Febrauary 12, 2000. Its latest elements quoted by Heavens-above are:-

1 26090U 00011B   01143.49713762 -.00000078  00000-0  10000-3 0  1540
2 26090  15.7214 232.8244 5376977 105.7517 317.4424  1.90708611  8897
