Yesterday I had an opportunity to talk to STS 99 mission specialist Gerhard Thiele and I asked him that question. The answer is no. The reentry is not visible since the shuttle and the external tank are to far away from each other at that point. Even if they would be closer together, it would be almost to impossible to track the tank since there is always a shadow passage between launch and tank reentry!
