I believe that Jim Nix got his elsets juxtaposed in his comments on their
accuracy in predicting the pass he observed. I believe that he meant to say
that this was the accurate one:

1 24680U 96072A   00130.88050972  .00021000  00000-0  30772-3 0    05
2 24680  97.8850 194.4788 0512000 104.7461 255.2538 14.74495371    06

The other one was from before the recent small manoeuvre, so would not have
been accurate.
