    Note: Against my previous prediction, this was running 23 seconds early
    at the epoch of the latest elset. The decay has shifted earlier, too, to
    the vicinity of a northbound pass over Bombay, India. SpaceCom's latest
    puts the decay only a little further on near Delhi. This is a little
    beyond the end of the final predicted orbit, above. The southbound leg
    of the latter orbit carries it just W of the California coast from San
    Francisco at 09:41 UTC to San Diego at 09:43.
