That's Lacrosse *2* a/k/a USA 69.  Lacrosse 4 doesn't exist in orbit yet
(but has been seen in unclassified(!) photos).

It's quite certain that USA 144 (the most recent Titan IV launch) is *NOT*
Lacrosse.  (among other things with a 50 foot fairing it would be awfully
difficult to shoehorn in a larger satellite).
