The *draft* Jonathan's Space Report http://hea-www.harvard.edu/QEDT/jcm/space/jsr/latest.html has this launch fingered as a geosynchronous mission. Earlier published reports had payload separation occurring 5 hr 51 min after launch. Observations near Sydney, Australia were 24 minutes later so perhaps this was the fuel dump that was observed.
