NOSS 2-3 Rk: 4 minutes late

Saturday night Mike McCants got an pretty good approximate time on 
23907/96-029B, NOSS 2-3 Rk (a very low pass in the west), so Sunday 
night (approx. 2:47 UT Monday) we both observed it -- through a 
fortunately large break in low, really bothersome clouds that 
interfered with almost all other observations.  Compared to my 
culmination prediction based on the last elset in the Molczan file, 
it was about 4 minutes late and its plane about 14 degrees farther 
west.
