I know this won't help much, but in the early 1970s there were plans to
have runways built in Massachusetts (at Westover AFB, I believe) for the 
Space Shuttle both for emergency landings and suborbital test flights.

This comes from memory so if anyone has more details on the matter, it
would be appreciated.
