The probe launched on Nov 1 was intended for a Mars flyby.  The only probe
with a Mars lander that year was launched on Nov 4.

The only other source I could find which talks about a possible ICBM attack
is the satellite listing of Joseph J. Burger: 70 Years of Space Related
Activity.
