I have received observations from Russell Eberst showing that
KH 11-8 has been boosted into a higher orbit:

KH 11-8
1 19625U 88099 A 95137.86912132 0.00010202 00000-0 10713-3 0 07
2 19625 97.9201 201.5650 0501004 333.7717 26.2281 14.83131418 08

These elements are in excellent agreement with Doug's observation.
Because of the higher orbit, it was 9 minutes later than a prediction
based on the old elements.
