Bart's comments sound fine. I would think radio observations supporting orbit
derivations would be acceptable.

As an example, in the US there is a fan shape CW radar pointing up as part of
the US Navy satellite observation program (NAVSPUR or something like that). I
goes generally from east to west across the southern US around 33 deg N Lat.
As satellites cross it, a return signal can be heard. With mulitple timings
or receiving it from several locations on one pass, an orbit could be
derived. It's a project several people have worked on. One of these days
maybe we'll get time to perfect it.
