Mir reboost, object w/o elset

According to the latest elsets from OIG, the Mir space station has been
reboosted, so those of you who are following it, even casually, will
have to update your elset.  Here is the latest:
1 16609U 86017A   95138.86285380  .00007202  00000-0  10620-3 0   398
2 16609  51.6512 304.4276 0003872 328.8470  30.1770 15.56560795    54

Has anyone looked into acquiring advance notice of these reboosts from the
operators in Russia?  Any ideas about where to start?

Further to the Titan launch (I have to suppose), these lines appear in the
SATWK20.RPT from OIG:
 1995 022A    USA 110    23567    US     14 MAY      ELEMENTS NOT AVAILABLE
 1995 022B               23568    US     14 MAY      ELEMENTS NOT AVAILABLE

I would presume that the B object, at least, would be visible, perhaps
brightly so.  Is anyone else thinking similar thoughts, perhaps someone
with more of an idea of where and when to look than I?
