Space-Track classifies them as part of the launch vehicle. Maybe they are part of a stacking structure to hold the three satellites before release, It's possible they may be similar to the SYLDA used by Arianespace for multiple payloads. 

I've used material from a couple of my blog entries together with a detailed extract from my satellite database to pull together the following, it includes all catalogued debris:

Does anyone have observations of, or comments on, the brightness of the objects that Space-Track classes as having a "Large" RCS?
