Adam, The unidentified object was certainly bright this morning at 05:21GMT, observing from southern UK. The last time a Falcon9 2nd stage from a Starlink launch did not deorbit was in October 2020 on L1.12. It was two weeks after launch before Space-Track recorded any elements for the object (20070BS, 46669) and it seems to have come down a week later. I guess that remains the best explanation at the moment for the object from the L1.17 launch.
