Kevin,

This is the accidentially lost ACBM during todays spacewalk.
It is a quarter of the thermal and micrometeorite cover for the dockingport
where PMA3 was located before it was moved.
I saw some nice video of it when it drifted slowly away from ISS.

They used the removed cover from the PMA3 to fill up the gap in the ACBM
cover on the docking port.

It will decay rapidly given the low mass and big surface area.
