Falcon 9 rocket observation, #42071, 17014B

I observed the second stage of the rocket that launched
Echostar 23 into orbit several days ago.   It was about
seven seconds early on the most current NORAD elset.

Magnitude around 7.0 and steady.  With a range of about
13,833 km, this yields a standard magnitude of 2.4 using
Skymap (Rob Matson).

Time hack was at 04:12:07.5 UT on 20 March 2017 observed
from Falcon CO using an 8" Celestron telescope visually.
