NOSS followers have rotating elements say Russian MMT team

Hi All

Today I was doing some research on SHIYUAN 2 which I copied on S-band 
exhibiting extreme fading indicating it was tumbling. Upon doing some 
research into this s/c I came across this Russian website:

astroguard.ru

On the site I came across a wealth of light curve data for classified 
satellites and others (except CIS) organized in an easily searched 
database.

While digging in I found their monthly reports in Russian. The following 
report reveals something that I was not aware of in the western 
literature about the NOSS 3-x missions.  The 'follower' has an ~ 2 
second period which the author of this report attributes to a rapidly 
spinning antenna array or similar structure.
