Flashing UNID

Hello all:

Just a few minutes ago I witnessed a flashing on identified satellite traveling north and slightly north east of my location here in Knoxville Tennessee. 

The Flash Period was roughly every seven to nine seconds and it was moving very slow indicating a higher than LEO orbit

When looking through binoculars you could not see it until it flashed and it was quick enough to be almost an airplane strobe. But it was moving too slow for a high altitude aircraft.

AOS was at 7:56 ET (0056z)
Altitude: approximately 38-40 degrees.
Sighted at ~90 degrees direction, just below Regulus going north.

Coordinates of my location:
35.967638,-84.025053
1140' AMSL

LOS was at 0100z
