    I missed #70002 on Mar 21, instead finding ALOS 2 m later :-(
    I am now reducing observations of 70000 (nearly 40 minutes earlier)
    Comparing stpw offset this day with my Mar 20 obs of #70000 (and also
    a NIST that day) I see that my obs times should be reduced by 1 minute
