single flash cosmos 1523,#14612,84001B?

    Hi folks:
    
       Trying to ID a single flash from a wide angle field. One candidate 
    turns up at the RA, dec matching time and direction of travel running 
    the bulk tle from space-track
    
        But the trouble is how do i know whether this so called candidate 
    had structure that might cause the flash ? -> Cosmos 1523, 84001B. This 
    one is not on ppas list so i assume it must be simply a observ_sat_sun 
    angle induced single flash.
