    Russell Eberst's observations of 05042A on Mar 20 UTC, indicate that it made
    a re-boost manoeuvre since his observation of Mar 18 UTC.
    
    Elset 70001 is based on a manoeuvre at the first perigee after Russell's
    observation of Mar 18; it predicts the earliest likely passes.
