    Clear explanation paul!  more details not explained as well:
    I would add that since water and rock aren't very compactable the earth will spin fastest when it is a perfect sphere and slowest when you have lots of tall mountains (think of mountains as a skater's arms - sticking them out slows your rotation).  This is true of underwater mountains also as they are much denser than the water above them.  The more an underwater volcano grows, the slower the earth spins, when there is a collapse, the earth speeds back up.
