    Not as an all in one package for as far as I know. For my astrometry on my 
    photographic images I use AstroRecord, professional grade astrometry software 
    developed originally to measure meteor photographs. And for small field CCD you 
    can use Astrometrica, for example.
    
    Scott Campbell has software on his website that can update orbits from position 
    data in IOD format.
