    Hmmm,

#25090 PAM-D debris made a close approach (nominally 8.8 km range and 2 km
orbital separation) at 16:40 UTC, which is however closer to 11h EDT than 13h EDT.

Incidently, a nominally closer approach occured on the 10th with #20469 CRRES
canister, to nominally 7.6 km and 0.6 km orbital separation.
