The epoch 09059.78535192 elements predict an appulse about 0.07 deg above the
star, but about 40 s earlier than you reported. Could have made an error in
    reducing the time?

Lacrosse 2 does make small manoeuvres from time to time, so there is a small
chance that it was late due to having raised its orbit. Had it arrived ~40 s
late, then it would have passed about 0.3 deg above the star; since you reduced
it as a coincident appulse, I gather it was much closer to the star, in which
case a reduction error seems the more probable explanation.
