    The observations are ~4 min late per Ted's 79001, thus within
    the limits he suggested.
    I had a hunch this figure would be the most probable -
    by the indications from radio obs the separation from USA 186
    was shorter than ususal, but if 161 had its MM lowered by 0.042
    a day earlier, it would increase the separation between the two to
    more normal values at maneuvre time.
