USA 200: elements from observations

    Here are SGP4 elements that fit the first optical observations, made last night
    by Greg Roberts, Scott Campbell and Peter Wakelin:
    
    USA 200          0.0  0.0  0.0  3.7 v                 1112 X 37578 km	
    1 32706U 08010A   08080.11445031  .00000000  00000-0  00000-0 0    05
    2 32706  63.5625  40.8274 7088258 271.7492  15.6527  2.10421887    01
    
    Residuals are small, but the arc is about one half of a revolution, so some
    improvement can be expected with further observation.
    
    The apogee will be raised by about 1700 km, through a series of small
    manoeuvres, probably over the next 10 days or so.
