Mike Waterman observed USA 186 (05042A / 28888) on 2008 Mar 19 UTC, running more
than 3 min late, which indicates that it performed a large re-boost manoeuvre
    several revolutions earlier.

    The pre-manoeuvre orbit was:

The post-manoeuvre orbit depends upon the perigee passage of the manoeuvre,
which will be determined through additional tracking. Here are the most likely
    possibilities:

    10:06:20 UTC, over 18.0 S, 8.9 W:
                                                            260 X 1025 km

    11:43:30 UTC, over 17.8 S, 33.2 W:
                                                            260 X 1033 km

    13:20:40 UTC, over 17.6 S, 57.4 W:
                                                            260 X 1044 km

My guess is 70002, mainly because there is no recent history of re-boosts of
this type occurring before about 11:30 UTC.
