    It may be lowered briefly to help get the orbital planes to match up so they can loiter behind the station.
    
    If I remember my orbital mechanics, the rate at which the orbit planes change relative to each other, it changes faster in a lower orbit.  They might drop down to sync up the orbits before raising it close to the station's altitude. Also, being in the lower orbit allows them to catch up to the station if they are behind.
