Alberto Rango observed the object on Mar 17, running about 7 s early relative 4
day old elements. Solar activity has been low, but geomagnetic activity has been
moderately high at times, which probably accounts for the increase in rate of
    decay.

    Arc 2007 Mar 11.22 - 17.75, WRMS residuals = 0.016 deg

Due to the small number of observations over the arc, I held inclination and
RAAN constant at the values resulting from propagating my epoch day 07072 elset
    to the above epoch.
