    Of course you can get all elsets from SpaceTrack.
    From there, I would use "Orbitel.exe -O" version 1993
    (I get memory problems with later versions!)
    to get apogee x perigee onto each line 0, and UltraEdit
    text editor to arrange these with epoch date into columns, for plotting in 
    Works/Excel.
