If you mean apparent encounters, SkyMap by Rob Matson can compute and visualize transits and close encounters at specified tolerance from Sun, Moon, planets and stars in its database by any satellite in a TLE file. If you mean physical closeness, AllCola by the same Rob Matson computes ranges (below given maximum) and vertical separation+angle between all pairs of objects in two files.
