PPAS report for 2004-005C, 28165, Cosmos 2405 Rk -- 
SL-06 R/B(1):

04-  5 C 04-03-22 01:30:28   EC   86.0 0.5  14  6.14  

It had primary and secondary minima (faint and bright), 
so I think the tumble period is actually about 12.28.
Mike estimated the Quicksat intrinsic magnitude at +3.
