The satellites seem to have a 61-rev repeating a pattern orbit. If you look at this web page of mine the parameters described there are (N,M,Q)=(15, 1, 4) for the Japanese satellites: http://www.svengrahn.pp.se/trackind/Repeat/Repeat.html I have added a link at this URL to a file in which you can find software to design orbits with various N,M,Q parameters.
