In PPAS format:
82-113 A 03-03-09 03:45:32.46JDG 425.7 0.4   6 71.0   +7.5->inv

Raduga 11 (13669, 82113A) seems to be a farily easy target in 
the WSW about 32 deg above the horizon.  +7.5 mag flashes every 
71 seconds. Each flash has a duration of about 2 seconds.

Alpha Ridge Park
39.3204 N, 76.9171 W, 165m ASL
