Decay on December 2, 1999

    Hoi all,
    On December 2, 1999, as I was observing the newly discovered nova in 
    Aquilae, I saw a 'meteor' flying through my sky. It crossed 3/4 of my sky, 
    had a tail of some 20, broke in pieces and a bright orange color.
    Until now I thought it had been a meteor, but it just struck me it could 
    also have been a decaying satellite.
    Can someone tell me where I can find a list of when satellites decayed and 
    more important, where they decayed.
    I'm looking for a satellite that decayed on December 2, 1999 at 17:52 UT 
    above the Netherlands.
    Best guess that it should have had a polar orbit since it moved from south 
    to north.
