I regret that I didn't stress that this format (ObsEntry/IOD) in itself
reduces confusion by providing both USSPACECOM catalog number, and
international ID. It could integrate my suggestion, Daniel Deak's
improvement, and present usage:

49908 99 042MOL 8597 G 19990319105306400 27 25 0740500-722300 48 S+060 05

where 49908 means the 8th unknown reported in 1999, and 99042 the day of
discovery, and MOL is Molniya type orbit (UNK = completely unknown orbit)
etc.
