And I also neglected the more economical double burn:
a perigee burn to adjust the apogee, then a burn at apogee
to raise the perigee. This could be on the same orbit, or at
quite different times, making them almost impossible to
backtrack after six months.

We are losing USA 129 #24680 in the evening twilight, so we need
to find it now, or leave it to the southern hemisphere observers.
