In fact, it appears that the majority of all elsets issued for all objects between about 98075.62 and 98075.90 are wrong by the same ~30 seconds, and there are a few dud ones outside this window. The bad elsets need to have the 30 seconds subtracted from their epochs to "fit" with elsets issued before and after this period.
