Flashing

If precession moves the pole of rotation towards the observer, flashing
could stop for some of the observed pass.  Monitoring the pass for as long
an arc as possible, at the other (northbound or southbound) pass, or from
a different latitude might indicate the rotation is still present.

Just ideas.
