Brad,

Since the launch of OTV 6 I have three or four radio observations per day,
so I can see every orbit change within one day. I have published updated
TLEs on a regular basis. I'm absolutely certain that there have been no
orbit changes.

After the first visual observations Mike also started to publish TLEs that
match the same orbit. Only your report of an observation about 48 s late
was the only one that did not fit all other observations. Still Mike 
used your
observation to calculate his latest TLE set. Therefore that fits your 
observation
but it does not fit any other observations.

I don't know which object you saw but it certainly was not OTV 6.
